Independent Project Oversight or Independent Verification and Validation (IV&V)?
Independent Project Oversight is similar to IV&V in that both services provide independent assessments of the work products created by another project team. Project oversight is differentiated from IV&V in that Project Oversight focuses on Project Management processes and deliverables (plans, schedules, risks, issues, and the like) and thus is applicable to a broad set of projects, while IV&V is a software engineering discipline that focuses on technical assessments of software development deliverables.
